OA Counselor
Posted: 09/14/2025Assists in the recruitment, admissions and enrollment of youth into the Job Corps Program.
MAJOR DUTIES AND RESPONSIBILITIES:- Ensure that the OA contractual goal is met during the appraisal period and ensures individual OA ratings are at or above 100% for the appraisal period
- Ensures that a corrective action plan is in place to meet any and all measures that are below 100%.
- Attends and actively participates in OMS meetings and ensures 100% overall according to the monthly
- OAOMS report card and actively participate in committees and provide support to center functions and activities.
- Ensure that the Area Marketing Plan for each county is developed and maintained on the AMP spreadsheet and ensure that the One-Stop Centers have a plan for ensuring Job Corps presence, updated materials and that there is a plan for target recruitment (females, ELL, etc.).
- Work closely with Business Community Liaison and Work Based Learning Coordinator on outreach activities and center functions such as the CID and CRC
- Must access, verify and document applicant eligibility in strict accordance with the PRH guidelines and ensure the support of all on center measures in regard to OMS and is fully supporting Center’s OBS capacity and student employee retention.
- Adhere to the PRH requirements and maintain integrity in all their work to meet the standards of the ROCA, COCA and OIG.
- Responsible to ensure that the S/E feel that they were provided with specific and accurate information regarding the Center prior to arrival and act S/E mentor, ensuring that assigned S/Es are making progress and receive necessary support to be successful in the program.
- Maintain budget as described by the Administration/Finance Department.
- Sound working knowledge of outreach techniques
- Demonstrated skills in identifying and evaluating the emotional needs of young adults
- Ability to quickly learn Job Corps methodologies
- Strong interpersonal skills
- Meticulous documentation/recording skills and attention to detail; excellent time management skills
- Demonstrated ability to establish and maintain effective working relationships with others in a wide variety of circumstances related to student services
- Excellent communication skills, both written and verbal
- Strong analytical skills in interpreting data related to student programming
- Computer literate with emphasis on Microsoft Word, Excel, Power Point and Outlook.
- Bachelor’s degree in human services, psychology, counseling, education, social science, communications, or closely related field; or
- Associate’s degree in human services, psychology, counseling, education, social science, communications, or closely related field, and two years related experience.
- Experience may include successful Job Corps outreach and admissions experience or successful outreach and admissions experience with other youth development programs
- 1 year experience in working with youth, sales, marketing, or counseling related services
- Must possess a valid driver’s license with an acceptable driving record.
